The Department of Insurance has recently announced significant changes in Continuing Education requirements for agents. Beginning January 1, 2008, instead of needing 12 CE hours in one year (18 for a dual license), the new requirement is for 24 hours of CE in a two-year period (regardless of the number of licenses you hold) based on your birthday. How will this affect you?
If you are
an existing licensee,
the following rules apply:
· There will be a two-step process in transitioning to the new biennium CE requirement. If you were born in an even-numbered year (1952, 1968, etc), you will be required to complete a certain number of CE hours by the end of your BIRTH MONTH in 2008. Then you will begin your full 24-month biennium period and will need an additional 24 CE hours by the end of your birth month in 2010. For example, if you were born in January of 1958, you will need 1 CE hour by the end of January 2008 (2 if you were born in February, 3 if born in March, etc). You would then need an additional 24 hours of CE by the end of January in 2010. Rollover hours will count toward the initial 2008 requirement.
· If you were born in an odd-numbered year (1951, 1977, etc), you will be required to complete a certain number of CE hours by the end of your birth month in 2009. You will then begin your full 24-month biennium and will need an additional 24 CE hours by the end of your birth month in 2011. For example, if you were born in January of 1961, would need to complete 13 hours by the end of January 2009 (14 if born in February, 15 if born in March, etc). You would then need to complete an ADDITIONAL 24 hours by the end of January in 2011.
If you are a new licensee, your requirement will be based on the year in which you are licensed and you birth month.

Other CE Changes:
· Your 24 CE hours may be taken in ANY area of licensure. In other words, if you hold a P&L and a L&H license, you may take any or ALL of your hours in P&L-related topics. Likewise you may take any or all of - your hours in L&H-related topics. There is no minimum requirement in a particular area. However, IIANC strongly encourages you to continue to take CE hours relating to each type of license you hold.
· The 24 CE hours that must be taken every two years must include 3 hours of Ethics.
· There will no longer be a 3-Year No-Repeat rule for CE courses. The new requirement is that you may not repeat a course WITHIN YOUR 2-YEAR BIENNIUM.
· Carryover hours will now be allowed
WITHOUT A MINIMUM OR MAXIMUM. In other words, you may carry over ANY
number of hours from one biennium period to the next.
· An agent who is exempt from CE requirements IS STILL REQUIRED TO TAKE the mandated Ethics and Flood courses. These mandates begin January 1, 2008 and the agent has two years from this date to take EACH course for the first time. Thereafter, the ETHICS is required to be repeated every TWO years and the FLOOD must be repeated every FOUR years.
IIANC
strongly recommends that you do NOT WAIT till the last minute to take your CE
courses. In fact, a good plan would be to continue to take 12 hours each
year. Just make sure you meet the minimum requirements
during the transition period.
